Using the offline installation option for version 7 Uninstalling an older version of Java (version 6) that was still in place after upgrading to 7 I just spent hours troubleshooting the same problem with Java 7 Update 5. Find and launch the Java Control Panel Uncheck (de-select) Enable Java content in the browser option. Then make sure that ALL Java entries are marked as safe. Once you see the 1603 error, close the installer.
